TWINNING AMONG MUNICIPALITIES OF EUSKAL HERRIA
The initiative is a twinning programme among the municipalities of Euskal Herria, the aim of which is to bring municipalities and citizens together so that we may get to know each other better, appreciate each other, collaborate and share values and projects that we have in common. Twinning is being carried in collaboration with territorial socio-economic institutions and agents and deals with the promotion of Euskera, culture, sports, organization of territory and the social and economic development of all the territories of Euskal Herria. Although each Herrialde (territory) has its own characteristics, we share common ground that characterizes us and enriches us.
In other words, this means moving towards the development of a common sociology, albeit not a unique one, of belonging to a community that we share and that we must enrich, with an open-minded and participatory spirit - with an approach which is fully consistent with the process of European integration, by removing borders and constructing bonds of solidarity and mutual awareness.
HURBILTZEN: WORKING TOGETHER TO BUILD A COUNTRY
It is important that, via contact, we Basques should weave relations among each other, and develop that sociology of common belonging - to preserve our identity and safeguard our characteristics as a people, with an open-mined and tolerant attitude
Through knowledge, mutual respect and the free adherence of people and territories, we seek to shape an increasingly inter-related community which is more understanding, less dependent and more a master of its own destiny. However, the construction of Euskal Herria must be based on the use of democratic means, in freedom and with the will and decision-making capacity of its citizens - rejecting the use of violence, respecting and ensuring that all human rights are respected at all times without exception, including loss of liberty. Violence and national construction are incompatible.
Since January 2002, a twinning programme or partnership agreements between municipalities of Euskal Herria has been set in motion. Since then, numerous town halls have taken part. Any municipality can take part, in favour of a more united and stronger Euskal Herria!
