The Basque government insists the referendum is legal and aims to seek Basque residents' views on ETA's armed conflict and the region's future political status.

The Spanish government says it has filed a lawsuit with the Constitutional Court to block plans by the Basque Country to hold a referendum seen by many as a move toward independence.

A Justice Ministry statement says the state lawyers filed the case after the Basque government published Tuesday its plan to hold the referendum on Oct. 25.

Spain says the referendum is unconstitutional as only the central
Government can authorize such a vote.

The suit automatically suspends plans for the referendum for at least five months while the court deliberates.
