UDALBILTZA® is the Board of Municipalities and Municipally-elected Councillors from Euskal Herria
This is a municipal-based institution which brings together municipally-elected councillors from Araba, Bizkaia, Gipuzkoa, Lapurdi, Nafarroa Behera, Nafarroa Garaia and Zuberoa. Its purpose is to promote the integral and balanced development of Euskal Herria within the framework of the European Union, beyond current political-administrative borders and divisions. It seeks, in collaboration with territorial socio-economic institutions and agents, to promote Euskera, culture and sports, and the organization of territory and economic and social development of all the territories of Euskal Herria - in short, to establish the conditions whereby we Basques from all territories may get to know each other and work together in an increasingly interrelated and closer-knit Europe and world.
Activities carried out and declarations made by UDALBILTZA® focus on totally democratic principles. It rejects any act of violence for political gain. It does not accept freedom imposed by violence, nor mandatory immovable frameworks. The central point of its attitude and activity is sustained by the free will of the citizens of Euskal Herria. For this reason, we wish to see an Euskal Herria which is more untied socially and more structured as a nation among the peoples of Europe.

UDALBILTZA® a forum for meeting and discussion: UDALBILTZA® is a forum that promotes Udalbide. It is a forum that periodically holds an Assembly of elected councillors from all the Basque territories and makes declarations as it sees fit.
UDALBILTZA®: An open and plural forum for peaceful assembly under the umbrella of the fundamental right of assembly, as a forum for reflection, of study and taking stances regarding political questions and joint work among institutions, entities and representatives of the different Basque territories which affect Basques from those different territories. Promotion of those initiatives that enable Euskadi to be visualized as an entity in itself, a single country: PAYS BASQUE, EUSKAL HERRIA, PAIS VASCO, BASQUE COUNTRY.
